Norfolk Southern and Youngstown State University Collaborate to Establish First Responder Training Center in East Palestine, Ohio
Norfolk Southern railroad, in collaboration with the state of Ohio and Youngstown State University, is moving forward with plans to establish a $20 million first responder training center near the site of a recent major derailment in East Palestine, Ohio. The derailment, which occurred on Feb. 3, 2023, prompted the need for a training facility to equip firefighters with the skills to handle railroad disasters effectively. The incident led to the evacuation of half of the town and raised concerns about potential long-term health impacts.
Initially, the town of East Palestine and Norfolk Southern had agreed that the training center would not be feasible due to concerns about ongoing operating costs. However, the railroad has now decided to partner with Youngstown State University to construct and manage the training center. This facility will focus on preparing first responders to address the unique challenges posed by train derailments, including the potential release of hazardous chemicals from railcars. In the case of the East Palestine derailment, burning train cars prompted officials to take the precautionary measure of opening five tank cars of vinyl chloride to prevent explosions.
Norfolk Southern's CEO, Mark George, expressed satisfaction in the collaborative effort that has transformed the vision of an economic and educational center dedicated to enhancing community safety into a sustainable reality. The railroad has already allocated over $135 million to aid in the town's recovery from the derailment and has agreed to a $600 million class-action settlement with residents, pending appeal and distribution issues with the initial check distributor. As part of the partnership, local East Palestine first responders will have complimentary access to training at the new facility, enabling them to better serve the village and surrounding communities.
