Trump has criticized Chicago as a crime-ridden city, despite recent crime rate reductions. In a separate legal battle, a panel of judges in the 9th U.S. Circuit Court of Appeals is set to review Trump's authority to take control of 200 Oregon National Guard troops for deployment in Portland. State and city leaders in Oregon and California have opposed the deployment of Guard troops in Portland, where protests outside an ICE building have been mostly peaceful. A temporary restraining order was granted to Oregon and California to block the deployment of Guard troops to Portland, with the administration yet to appeal the decision.

The legal challenges surrounding the deployment of National Guard troops in Illinois and Oregon highlight the ongoing debate over the use of military forces in domestic law enforcement operations.
